The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
I tried the following prior to initiating the TLS handshake:

... and it did not seem to change anything. I will need to compile a debug build of NSS.

in my test case, I'm adding the following to vsftpd.conf:

Thank you Hubert! The above test works fine on my el7 vm. I will prepare a patch for curl to make the '--ciphers ecdh_ecdsa_aes_128_sha' option work as expected.
