When a post is published for the first time, the Pre-Publish Modal appears as a secondary confirmation. After publishing, the Post Publish Panel remains open until it is manually closed. If a user tries to open the Comment option from settings while the Post Publish Panel is still open, the comment modal does not appear because it is hidden behind the Post Publish Panel.

This prevents users from accessing the comment modal immediately after publishing, which can lead to confusion and a poor user experience.

Expected Behaviour:
The comment modal should be visible and accessible even if the Post Publish Panel is open, or the Post Publish Panel should automatically close when interacting with the comment modal.
