Users are editing the existing post, instead of editing the existing "Rewrite and Republish" draft, because they don't know that the "Rewrite and Republish" draft exists.

Describe the solution you'd like

If a post has a corresponding "Rewrite and Republish" draft post:

1. Next to the "Edit Post" button in the WordPress admin bar, add a button of a different label that links to the "Rewrite and Republish" draft.
2. Provide a site-wide option to hide the "Edit Post" button for some subset of users (without edit_others_posts perhaps?), and for them, force edit_post_link to go to the draft.

Why do you think this feature is something we should consider for the Yoast SEO plugins?

This would encourage use of the "Rewrite and Republish" workflow.
