I dropped google-auth from constraints:
ERROR: Cannot install google-api-core[grpc]==1.31.5 because these package versions have conflicting dependencies.
The conflict is caused by:
google-api-core[grpc] 1.31.5 depends on google-auth<2.0dev and >=1.25.0
The user requested (constraint) google-auth==1.24.0
