Environment

• OS: Windows 11 64-bit

Command

python -m venv digiven

Issue

The process hangs during ensurepip execution and does not complete.
After waiting, I had to interrupt manually, resulting in KeyboardInterrupt.

Expected behavior

Virtual environment should be created successfully.
