Enhancement: Unify clone and open functionality✅
Owner: @jcansdale
Status: Done
Hypothesis: VS2019 has a "get to code" option that will bring up the clone dialog. From our A/B testing we learned that users don't typically change the tab initially presented to them, so providing clone and open from the same tab will provide more options for users to more easily clone and open repositories.
