I Can Create Notes On Empty Blocks

Description

In WordPress 6.9 Beta 2, I'm able to create a new block and, without entering any content, add notes to it. According to the "What to test in 6.9 post" this should not be possible. I've attached a screenshot.

@krupajnanda, can you delete the following text from What to test in 6.9 post?

Note on empty block: Notes should not be allowed on an empty block.
