The Windows 32bit binaries provided here are compiled with PostgreSQL 10, the 64bit binaries with PostgreSQL 14 on the client. So if you install these binaries, you need these versions of the PostgreSQL client library or newer. On the server, PyGreSQL 5.2.5 can connect against PostgreSQL 9.0 and newer.
