What this PR does / why we need it:

  • Updates pyarrow to >21.0.0
  • Removes limit of ibis-framework and is now installed >9.0.0 from all main feast dependency
  • Temporarily remove ibis-substrait from ibis dependencies, tests removed. User can install ibis-substrait by itself once issue is resolved
