In addition, PR #13623 does not contain the desired change. We see `protobuf>=6.30.0,<6.30.1,!=4.21.0,!=4.21.1,!=4.21.2,!=4.21.3,!=4.21.4,!=4.21.5` instead of `protobuf>=3.20.2,<7.0.0,!=4.21.0,!=4.21.1,!=4.21.2,!=4.21.3,!=4.21.4,!=4.21.5` `setup.py` is already excluded in the renovate-bot configuration for split repositories via this configuration: https://github.com/googleapis/synthtool/blob/bb0a3506602525f63c7002f8d13345be3678effb/synthtool/gcp/templates/python_library/renovate.json#L8
