Description

Adopt an open maintainer governance model for docker-node and align repository docs with the new decision-making flow.

Motivation and Context

The Node.js Docker WG charter is being revoked, so governance needs to move from WG language to a maintainers-based model while preserving public, consensus-seeking project operation.

This PR also documents escalation to the Node.js TSC when a final decision cannot be made via consensus seeking.
