We currently have listener operator integrated in only a select few operators, where it was actually needed for specific reasons.

Rolling it out across the board should be done too.

This is a follow up to #281

Operator specific implementation is tracked in subissues, I have not put a tasklist here, since those are deprecated and we should probably begin getting used to using sub-issues instead.
