    The changelog for 5.3.1 says

    Fixed: If the plugin is updated to 5.3.0 via WP CLI and no administrator logs in (allowing the plugin to set some settings) the message “You do not have sufficient rights to access this page” is displayed on the website login page.

    Since composer installations are also affected, I’d suggest adding this:

    Fixed: If the plugin is updated to 5.3.0 via composer or WP CLI and no administrator logs in (allowing the plugin to set some settings) the message “You do not have sufficient rights to access this page” is displayed on the website login page.

    Also, no administrator can log in, because of this error. So a better entry would be

    Fixed: If the plugin is updated to 5.3.0 via composer or WP CLI and no administrator is already logged in (allowing the plugin to set some settings) the message “You do not have sufficient rights to access this page” is displayed on the website login page.
