You can select whether an update to a new major version is automatically installed or not in the update settings. You may have set this in some cases so that updates are only carried out for maintenance and security updates. See: https://wordpress.org/documentation/article/dashboard-updates-screen/
The procedure can also be controlled via plugins. If you use one of these for individual projects, check what its settings are.
It is also possible to control the handling via wp-config.php with the settings there.
However, regarding the issue that you have not yet updated to 6.8, I would first recommend clearing your own browser cache. If that doesn’t help, look in the backend under Tools > Site Health to see if any anomalies are mentioned there. Some hosters also control these updates.

In this case you can just try to upgrade through the Manual operation from your hosting provider.

I tried manual operation and it seems doesn’t work. As I wrote, still after upgrade (also with plugins turn off) it stay’s old version. All cache, etc. is turn off.

Now still cant make upgrade to 6.8 and trying to add post getting this kind of error:

Don’t see any anomalies. Some websites upgraded no problem, other has problems. And 99% of websites uses same plugins.
