Adds matmul functionality to oneapi backend.
Description
This PR adds matmul functions necessary to support af_matmul, including gemm, gemv and batched variants.
The half type is currently unsupported by mkl and will need to be re-added in a future PR.
Several tests are failing due to unsupoorted indexing and may need to be revisited.
This PR is a prequisite for tests passing in #3389. Inclusion of MKL targets has been addressed in #3394 and #3392
