This sets up a new collector-full-retagged component goes as part of https://issues.redhat.com/browse/ROX-24468

There's little reason to customize pipelines for this component yet, it will be done as part of #13079

Images are ready for the commit at 5a6fdc5.

To use with deploy scripts, first export MAIN_IMAGE_TAG=4.7.x-9-g5a6fdc57bf.
